According to an arrest report, Pawlak was shot by DeCarlo after she threw rocks through his front store windows.
Little Rock Police arrested DeCarlo for second-degree murder, but prosecutors now say they're dropping the case.
"I don't know how it's ever, ever okay to shoot a defenseless person," Reddin said.

camera, DeCarlo said Wednesday he fired the shots believing someone was
trying to break in. He says he didn't know Pawlak and never saw who was
outside his window that night.
